Looking down Westgate to Towngate. Best guess for date - July 1950 - based on the advertising posters on the newsagents. See Photo_Details#Towngate_from_Westgate
The light fitting on the Mechanics Institute looks like a GEC Z8128B Clearmain Difractor. It looks to have parallel sides so is probably one of the early ones. They were available in the 1930s and 40s.
